What is the Burundi ECTN Certificate?

The ECTN, also referred to as BSC, is a requirement for all shipments to Burundi as mandated by the country’s customs authorities. This law stipulates that any goods being imported to Burundi for professional, diplomatic, or private purposes, which were purchased outside the country, must obtain a loading certificate. The shipper or freight forwarder must secure the ECTN waiver certificate from an authorized representative.

How long does it take to get a validated ECTN certificate?

The process typically takes about a week due to strict regulations enforced by the Burundian government. For the certificate to be finalized, the submitted documents must be consistent. Once the “Pre-validation” is completed, an ECTN number will be generated. Any changes made to the information or supporting documents after this stage will incur a penalty fee.

What happens if it takes more than five days to validate the certificate after obtaining the ECTN reference?

You have five days from receiving the ECTN reference to submit the original Bill of Lading (B.L.), including the issue location and date, and the date the shipment was onboarded, signed, and stamped. If this is not done, the certificate will be canceled, and recovering it will incur a penalty fee.

Can the same export declaration be used for multiple shipments?

The same declaration can only be used if all applications and submissions are made simultaneously. Without this, a verified copy will not be issued.

Can the procedure be completed if the shipment documentation does not match?

To obtain a validated certificate, all information on the documents must match. If there are discrepancies, the certificate will be rejected during pre-validation, and you will need to update your supporting documentation before proceeding. No refund will be provided until the documentation is consistent.

Can I use the same ECTN certificate for multiple shipments?

Each ECTN number is unique and can only be used for one shipment. Each cargo must have its own validated ECTN certificate.
