What is the Libera CTN Certificate?
The CTN (ACD) is required for all goods entering Liberia. This regulation, enforced by the National Port Authorities (NPA), was introduced in 2018 following a ministerial decision. To ensure customs clearance, the CTN number must appear on both the Bill of Lading and the Cargo Manifest. Failure to do so may result in penalty fees, in addition to extra charges like demurrage and storage fees.

What documents are required for the Liberia CTN certificate?
The following documents are required to apply for the Liberia CTN certificate:
- Bill of Lading (You can apply with a draft copy, but the original is needed for validation)
- Commercial Invoice
- Freight Invoice (Not necessary if the freight value is included in the Commercial Invoice)
- Customs Declaration
To begin the certification process, send PDF versions of the required documents to info@ectnindia.com. Hard copies are not needed for issuing the CTN certificate. Ensure you submit the final documents to avoid revision penalties after validation.
